VA Certificate of Eligibility preparation checklist

Prepare for a Certificate of Eligibility request by identifying the category that best describes your service or surviving-spouse circumstances, checking the current evidence list on VA.gov, and choosing an official request route. This checklist helps organize the process; it does not determine eligibility and should not be used to send records to VA Mortgage Answers.

What this page does not decide

This checklist cannot determine eligibility, confirm that a document is sufficient, issue or correct a COE, restore entitlement, or approve a VA-backed loan.

Organize the request without exposing private records.

1. Identify the matching category

Choose one starting category, then confirm it on VA.gov.

  • Veteran
  • Active-duty service member
  • Current or former activated National Guard member
  • Current or former activated Reserve member
  • Current Guard or Reserve member who has never been activated
  • Discharged Guard or Reserve member who was never activated
  • Potentially eligible surviving spouse

2. Check the official evidence list

Do not rely on this summary as the submission instruction.

  • Open VA’s current “How to request a COE” page
  • Confirm the evidence listed for your exact category
  • Use the current official form when a form is required
  • Keep sensitive records for the authorized VA or lender channel only

3. Choose an official request route

VA currently describes these routes.

  • Request online through VA.gov
  • Ask a participating lender whether it can request the COE through Web LGY
  • Use current VA Form 26-1880 and its mailing instructions if requesting by mail

4. Track the request and separate the next decision

A COE is a benefit document, not a loan approval.

  • Use VA.gov to check request status and review VA letters
  • Respond through the official process if VA requests more evidence
  • Do not submit a duplicate request while VA is reviewing the current one
  • After the COE, separately discuss credit, income, occupancy, property, and loan terms with the lender

Separate the official record from the surrounding facts.

Your service category

VA lists different preparation records for Veterans, active-duty service members, activated Guard or Reserve members, never-activated Guard or Reserve members, and surviving spouses.

The current official list

Forms and evidence instructions can change. Open VA’s current COE preparation page before submitting anything.

The request route

VA currently describes online, participating-lender, and mail routes. A lender may be able to request the COE through VA’s Web LGY system.

Prior benefit use

A prior VA-backed loan can create restoration or remaining-entitlement questions that require the current COE and transaction facts.

Private records

Service records, Social Security numbers, benefit decisions, and other sensitive documents belong only in the authorized VA or lender process—not this site or chat.

Find the branch that resembles your question.

Veteran

VA says a Veteran should prepare a copy of discharge or separation papers, generally the DD214, and verify the current instructions before submitting.

Active-duty service member

VA describes a signed statement of service containing specified identifying and service details. Use VA’s live list rather than a generic template.

Guard or Reserve service

The evidence differs based on activation and current or discharged status. Match the exact VA category before gathering records.

Surviving spouse

Use VA’s surviving-spouse route because DIC status and the applicable forms can change the preparation steps.

Use this decision path.

Organize only non-sensitive facts. Do not send private service, identity, credit, tax, income, or account records through this site.

  1. Print or save this checklist without adding private identifying information.
  2. Open VA’s live preparation page and match the exact service or surviving-spouse category.
  3. Gather only the records currently requested for that category.
  4. Submit through VA.gov, a participating lender, or the current official mail process.
  5. Track the request through VA.gov and keep the COE decision separate from lender approval.

Verify the current VA guidance.
